| | | | | 资源整合与功能超越——论社会组织在公共管理改革中的重要作用 | | | 吴涛;陈正芹 | | | 在以政府职能转变作为重点的我国行政管理体制改革中,随着经济体制的成功转型,政府职能也开始呈现出新的变化和特点。在以提高政府效率、缩小政府规模和放松规制为特点的公共管理变革中,社会组织等一些非政府的公共机构开始在公共管理中发挥越来越重要的作用。当前在构建社会主义和谐社会的历史性战略背景下,迫切需要将社会组织置于公共管理改革这一大背景中进行多角度与多路径的理论分析。本文在探讨公共管理改革困境的基础上,以公共管理的资源整合和功能超越为主线分析社会组织在公共管理改革中的重要作用,包括:民意沟通与提升公共性,培养现代公民的素质,激发社会与个体的潜能,推进组织的全面发展,强化公共政策能力,善用公共管理的交易成本等。
