| | | | | 大部制改革与监管组织再造——以监管权配置为中心的探讨 | | | 马英娟 | | | 面对监管权分散所带来的种种弊端,整合相关主管机关的职责范围,推行大部制改革,不仅可以避免政策与执法的不一致,而且能够减少行政资源因业务重叠所造成的浪费,更重要的是,能够形成相关产业的替代竞争优势,更好地发挥市场在资源配置中的作用。改革过程中,要正确处理大部制与独立监管的关系,应通过法律机制确保部内监管机构独立监管的法律地位,从而实现转变政府职能、提高政府绩效的改革目的。
