| | | | | 纵向权力结构合理化:中央与地方关系和谐发展的基本进路 | | | 魏红英 | | | 社会和谐的关键是宏观和谐。构建中央与地方政府之间的和谐关系,不同历史阶段对和谐内涵的理解以及当时社会经济状况是构建中央与地方和谐关系的背景。本文认为,在信息化、多元化、全球化的今天,由于反映了中央与地方关系的实质,遵循了发展的历史规律,公共权力纵向结构合理化不失为一条可行的构建之路。权力结构合理化指权力结构化、结构协调化、结构有序化和可控化。本文提出了中央与地方关系和谐发展的构建要求:保障公民在场、构建公民与中央之间的信息"直通车",解决"距离悖论"、提升中央效能权威、建设争议解决场域。
