| | | | | 21世纪的高等教育系统:特罗“理论”的再思考 | | | 天野郁夫;陈武元 | | | 马丁·特罗提出的高等教育发展阶段学说作为宏观的高等教育系统的比较理论至今仍是最富有启发价值的"理论",但是这个"理论"是以美国为模式构建的,因而具有其局限性。本文指出:美国的高等教育与世界其他国家相比,具有极其特殊的功能与结构,美国在需要大量大众型的学生之前就已经形成了适应大众型高等教育系统的组织和结构上的框架,其独特性表现在三个方面,一是美国国家意志弱。二是美国存在一个市场,并具有很大的力量。三是美国没有一个对整个系统来说必须维持的统一的学术水平。因而,其它国家不能全盘移植。以欧洲和日本为例,特罗认为欧洲不存在使大众化了的高等教育发挥作用的三个条件:一是高等教育机构的多样性,即作为系统的多样性;二是补充性的财源,即公共财源以外的收入来源的问题;三是不存在能够弹性地应对社会需要的机构。简言之就是不存在大众高等教育的制度框架。欧洲如果不假思索地移植美国大众化经验,其结果会导致精英高等教育陷入危机。而日本,其历史与传统源于欧洲模式,同时与美国模式具有共同性和差异性,因而也要寻找一条走向普及化的第三条路,为此,不仅包括国立大学在内的大学要进行变革,而且文部科学省这一行政厅本身也必须变革。

The United States is different from the European countries in three aspects: it is of weak nation-state will; there exists therein a market of great potentiality; and there are no accepted common academic standards necessary for a national system of higher education. It is impossible to transplant the American system of higher education in other countries; but it is worthy to learn from America as far as the higher education model is concerned, but if Japan continues to imitate the model obediently as it did before, it would be impossible for it to establish its national higher education system for the 21st century. It is necessary that Japan, with its education system introduced from Europe, find a third road of higher education development in the future.
