| | | | | 加强农村人力资源开发与培训促进劳动力转移 | | | 王全美 | | | 党的十六届五中全会提出了建设社会主义新农村的重大历史任务,并实施了退耕还林补贴等一系列支农惠农的政策,以促进新农村建设。农民收入有所增加,农业和农村出现了新的发展生机。但是,在新农村建设过程中的一个突出问题仍然是农村劳动力的大量剩余,其主要原因是农村劳动力的开发与培训中存在许多问题。必须加强农村人力资源的开发与培训,提高劳动力的文化素质和技术水平,才能促进农村劳动力的转移,从而实现农民收入的稳步增加和农村经济的持续发展,促进新农村建设。
