| | | | | 从双层所有权着手突破农地制度改革的产权瓶颈 | | | 瞿商 | | | 现阶段中国农地制度的基本特点是两权分离以及由此形成产权上的双重残缺。这对保护农民生产积极性和改良土地等都是不利的,不能有效地促进中国农业的发展和可持续发展。双层所有权意在对农地所有权进行田底和田面两个层次的分割,在分割所有权的基础上,赋予农民一种完整的农地产权,以此突破中国农地制度在所有权改革上的瓶颈。这对进一步促进中国农地流转,发展土地市场和农地规模经营以及推进中国农业发展具有基础性的作用。
