| | | | | 论经济稳定增长政策理论 | | | 周炼石 | | | 本文认为西方主流经济学的局限性是,没有提出经济稳定增长的政策理论。相反非主流学派的经济政策学以及相关学者思想,则形成了稳定增长政策理论体系。内容包括政策目标矛盾的协调、政策工具边界条件约束、政策主体协调等三大政策要素原理,以及由周期均衡财政政策、适度弹性货币政策、产业结构政策和轻度弹性汇率政策等特定政策构成的经济政策体系,这是确保我国经济长期稳定快速增长、防止经济大起大落的政策理论依据。

On the contrary,the economic policy and related economists’approach,though not mainstream,have managed to form a policy theory system of the economic growth with stability. It contains three main foundations of policy vectors: the coordination between the policy targets in paradox,the constraint function of marginal conditions of policy tools,and the coordination between policy makers; it is also composed of the specific policies as the balanced cycle fiscal policy,the adequate flexibility monetary policy,the industrial structure policy and the slight flexibility exchange rate policy. As a reference of policy theory,this economic policy system guarantees the stability of Chinese rapid economic growth in long term,and prevents from the "ups and downs" economic instability.
