| | | | | 试论农民自我组织——理论争议与新农村建设中的一种实践 | | | 邱贵明 | | | 近年来,学界有关农民组织的理论争议非常激烈,尚未形成指导实践的理论体系;实践中的新农村建设理事会是农民自我组织的一种实践形态,但学界还未来得及对它进行深入研究。据此,本文在全面梳理农民组织理论争议的基础上,对新农村建设理事会展开了实证研究与理论分析。研究结论表明:理事会作用效果与农民受益程度和主体意识成正比,根本上则取决于政府干预是否得当;农民"原子化"理论无法解释这一实证结论,也揭示不了理事会松散无力的制度性根源;类似于理事会的农民组织不会危害社会反而有利于农村社区发展。因此,政府不必忌讳农民组织力量的强大,但需正确划分理事会与村两委的职能边界;理论界应当以"社会化小农"为基础构建农民组织理论新框架。
