| | | | | 对新形势下农民负担问题的调查与思考 | | | 艾花 | | | 在全面取消农业税和强力推进社会主义新农村建设的新形势下,农民负担的具体内容、存在范围、收缴方式、表现形式等方面呈现了一些新特点,农民负担在明显减轻的同时,仍因部门利益驱使、财政投入不足和“一事一议”不规范等原因而存在着,并不可忽视。从推进农村改革、加强制度建设、发展农村经济等方面提出了减轻农民负担的建议。
