| | | | | 我国高校贷款30年的回顾与反思——基于政策与制度的视角 | | | 李国强 | | | 从我国近30年的高校贷款相关政策来看,高校贷款的产生和存在有其必然性和合理性。近30年来,我国高校利用银行贷款支持学校发展建设,大致经历了三个发展时期:外资贷款为主的时期;校办产业贷款为主和少量基建贷款时期;校园建设贷款为主的时期。当前,我国高校校园建设贷款之所以由合理的历史选择演变成为一个"问题",是高校内外部多重因素影响的结果,其中,政府政策鼓励而高校贷款制度设计缺失的影响不容忽视。在今后相当长的一段时期内,如果高校的融资渠道不能发生重大变化,银行贷款仍将是我国高校发展建设的重要经费来源。
