| | | | | 国有资产管理体制改革的简析 | | | 梁文群,李玮 | | | 国有资产管理体制改革必须面对资产安全与经济效率的现实矛盾。市场经济的实质是资本经济,效率是市场经济的最高价值追求。国有资产管理体制改革应该体现效率优先的价值取向。落实自然人所有权、构建董事责任保险制度、树立法治在建构国有资产管理体制中的权威地位,是实现效率目标的重要战略措施。
