It points out that America was forced to establish foreign relations with USSR to gain more market for its goods by the rapid development of American economy, the Great Crisis and the severe competition among the main capitalistic states, while the USSR was willing to normalize the foreign relations with USSR to attain the advanced technology and equipment,to receive capital from US to construct its socialistic country.
