| | | | | 国有中小企业民营化及其模式探索 | | | 张卿 | | | 我国国有中小企业制度变革正处于"卡尔多改进"阶段,主要表现为发展模式的分化。民营化是近几年人们热衷于理论和实践的一种模式。我们认为,国企民营化与国企民有化是两种不同性质的制度安排,前者是指企业在国有基础上的民间经营方式,是所有制的实现形式;后者是指企业的国有产权转变成民有,是所有制的彻底变革。目前,我国国有中小企业民营化的条件是比较充分的。通过比较论证,托管制是一种较为可行的模式之一。
