To deal with the relationship between central government, local governments and the market system, we must obey the following rules: the local government need not replace the market and the central government need not replace the local government. But in the Pearl River Delta District, too much interference of the local government has caused negative influences, such as: a mutual blockade just like drawing a circle on the ground as a prison; a random interference and a reverse regulation; in service consumption leading to corruption; localism affecting urbanization.
