自1999年国务院转发了教育部、国家计委、财政部、建设部等六部委《关于进一步加快高等学校后勤社会化改革的意见》后,全国高校纷纷进行后勤社会化改革。经过几年的探索和实践,绝大多数高校已基本实现管理体制和运行机制的转变,高校后勤社会化改革初见成效,在一定程度上减轻了学校负担,有效缓解制约高等教育发展的瓶颈,为我国高等教育的发展赢得了机遇和时间。但随着后勤社会化改革的不断深入,改革取得实质性突破,进入良性发展状态的高校还是少数,还存在着许多问题和困难,以“甲乙方分设管理运作模式”为主的后勤管理体制在运行过程中的问题… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 | | | | On the Strategic Partnership of Party A and Party B at the Primary Stage of the Socialized Reform of University Logistics | | | CHEN Shi-quan LIN Jing (Department of Assets and Logistics Management;Fuzhou University;Fuzhou 350002;China) | | | Based on the years of experience in the socialized reform of logistics, the writer first of all analyzes the status quo and the existing problems of the relationship of the university's logistics department (Party B) and the logistics group (Party B) at the primary stage of the reform.
