With the utilization of Mobile-GIS which integrates the mobility and GIS function, the timely model of CER based on Mobile-GIS is proposed and its application is designed based on the analysis of the life circle of comprehensive emergency management, the CER process and its work, and the introduction of JIT theory in the production management.
