| | | | | 公民的政治参与权与政治防卫权 | | | 郭道晖 | | | 党的十七大报告提出要"保障人民的知情权、参与权、表达权、监督权。"公民的政治参与权和政治防卫权(含盖知情权、表达权和监督权)是公民基本政治权利的核心,也是基本人权。公民运用这些权利,不但经由人大、政协等国家机构来表达民意,行使人民权力;而且要能以公民个人和社会组织的身份,直接参与管理国家和社会事务,并从中实现"人民当家作主"。
