| | | | | 我国“类贫民窟”的形成逻辑——关于城中村流动人口聚居区的研究 | | | 蓝宇蕴 | | | 从我国目前城中村基本结构与功能看,呈现出类似国外城市贫民窟的所谓"类贫民窟"现象。该现象形成的逻辑脉络是:主要由城市流动人口经济特点所决定,居住上提出了廉租屋需求,但正式廉租屋供给严重滞后,不覆盖流动人口群体,产生出廉租屋需求与正式供给之间的紧张关系,并同时把消解紧张关系的出路推到了城市非正式市场。纳入城市发展的城市化村庄,由于制度性与非制度性因素的作用,特别是城市化农民利益机制的自发形成与发挥作用,村庄演化为城市非正式廉租屋供方主体与流动人口聚居区,并在自我强化中形成暂时能够实现多方利益共赢的自平衡体系。但这种非正式流动人口聚居区,主要是自发城市化与市场化的结果,缺乏足够公共理性的介入,在传统村落格局与个别理性"主宰"下演进,致使空间结构及社会结构"类贫民窟"化。政府有必要通过制订相关公共政策,推动城市化村庄发展中的去"自发性与非正式性"过程,以达至抑制或缓解城中村"类贫民窟"问题的目的。
