| | | | | 制定一部适合中国国情的循环经济法 | | | 孙佑海 | | | 全国人大常委会计划于2007年年底前通过循环经济法。为使循环经济法成为一部高质量的法律,起草工作必须坚持以科学发展观为核心的指导思想;所建立的主要法律制度必须从我国的国情出发;要认真评估以往立法的经验教训,在立法体系上注意一法多规,协调配套,通盘考虑,整体推进。同时要处理好与有关法律之间的关系。
