| | | | | 道路运输规划评价指标体系研究——以科学发展观为指导的规划评价指标体系 | | | 虞明远;宋兵 | | | 以科学发展观为指导,阐述了道路运输规划评价的内涵,建立了由准则、要素和特征3级指标构成的、以软指标为主导的道路运输规划评价指标体系,并阐述了软、硬指标的计算方法。用技术、经济、社会、自然多元理性的方法和有效性、公平性、持续性准则去确定评价标准,克服了过分倚重GDP等硬指标产生的弊端,回答了评价标准谁说了算,评价应当怎样进行的问题,体现了科学发展观的评价理念。
