| | | | | 重视区域旅游合作开发中的行政区划因素 | | | 张建 | | | 本文从关注区域旅游合作现象入手,探索这一现象的经济和制度根源。通过解剖行政区与旅游区的互动作用关系,提出我国区域旅游发展中存在的行政旅游区、旅游边界、旅游产品政区分割、区域旅游利益分割和政区之间管理制度错位等五大问题。针对实践中利用行政区划和旅游规划手段解决上述矛盾的两大途径,进一步分析了行政区划与旅游规划的关系。在区域合作开发过程中要充分重视行政区划因素,并探索性提出行政区划调整、自然区域型旅游规划、跨政区旅游产品创新、打造无障碍旅游大市场等四项措施解决行政旅游区问题。

一、区域旅游合作新进程改革开放后的20多年里,我国区域旅游发展经历了区域旅游内生增长、区域旅游竞争、区域旅游竞争合作为显著特征的发展路径。据汪宇明、王等(2003)初步统计,新世纪以来,我国正在推进或筹划之中的跨越国境、国内跨省区规模较大的区域旅游合作有30多项(见表1)。 二、问题的提出与研究基础轰轰烈烈的区域旅游合作,正是我国区域旅游发展到新的阶段各内生要素整合爆发的必然趋势,也是我国区域旅游经济转型与政府主导旅游产业发展战略交互作用的区域效应和管理效应的综合反映。这一区域经济一体化进程中的产业增长模… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 | | | | Regard Administrative Division in Regional Tourism Cooperation | | | ZHANG JIAN (Center for Administrative Division Research of China;East China Normal University;Shanghai 200062;China) | | | This paper pays attention to the phenomena of regional tourism cooperation and tries to find its economic and management reasons. On analyzing the relations between administrative area and tourism area, the author points out five main problems in regional tourism cooperation in China-administrative tourism area, regional boundary, tourism products segmented by administrative division, conflicts of benefit distribution and tourism management among different administrative areas. This paper further distinguishes the relations between administrative division and tourism planning. The importance of administrative division should be emphasized in regional cooperation. Four measures, administrative division,nature based tourism planning,tourism product innovation across administrative areas, mass tourism markets without barrier, can solve above problems.
