| | | | | 中国农村发展休闲旅游应注意的问题 | | | 李继峰 | | | 中国全面建设小康社会的重点和难点都在农村 ,特别是在贫困地区 ,休闲旅游的确立拓展了旅游资源的内涵 ,使过去不具有资源特性的自然物成为旅游资源 ,给贫困地区经济发展注入了活力。在休闲旅游的发展中 ,应以投资少、见效快、占用土地少、容易组织、农民直接参与为出发点 ,避免外延式扩张与增长所造成的损害。经营策略应由高投入、高成本、高消费带来的高增长为主的外向型定位 ,转向以中档为主、适当开发高档的原则。要改变收益分配过多流向个别投资商现象 ,强调本地居民参与旅游开发 ,使旅游业的发展向有利于本地农村居民收益增多的方向转化 ,使区域经济的增长与居民收入共同提升。当休闲旅游有了一定程度的收益之后 ,应当鼓励积累而不是消费。全面建设小康的内涵更注重精神文化的建设和人与自然的可持续发展 ,而旅游发展最大的驱动力是经济利益 ,必须辅之以政府的政策法规约束和引导 ,使社会效益同步增长

Leisure tourism has extended the connotation of the tourism resource, and turned raw material into tourism resource, and promoted the economic development. The form of developing leisure tourism is that yield faster results and bigger economic returns and call for smaller investment and smaller land. It must avert to cause enormous losses from extended growth and expansion. The development of leisure tourism should mainly dependent on local residents and increase their income. Management policy should be changed from high investment and high cost to moderate construction and cost. Accumulation instead of consumption shoud be encouraged after it get some income. The connotation of comprehensive Well-off Society emphasizes the construction of spirit culture and continuous development between human and nature. However, the main motive of leisure tourism is seeking the economic benefit. Therefore, to get economic and social benefit, leisure tourism must be under the control and guide of government and law.
