| | | | | 对“城市经营”热的透视与思考 | | | 林家彬 | | | 城市经营从其实质内涵分析,可分为“资金获取指向型”和“服务效率指向型”两类。我国目前的城市经营热以“资金获取指向型”为主导,兴起的内在动力是地方政府事权与财权的不对称和土地制度的内在缺陷。这种城市经营存在着引发圈地卖地热、损害农民利益、牺牲居民的福利水平、加大企业负担等方面的道德风险。需要从重构中央地方间行政财政关系、改革征地制度、促进城市公共决策中的公众参与等方面进行努力,防止城市经营走入歧途。

This paper explains the context and forces behind the rising interest in city management, which has caused upsurge of local government selling cultivated land, damaging the benefits of peasants and welfare of citizens, increasing the burden of enterprises and some other moral ventures. The paper concluded by drawing general policy suggestions from the aspects of reforming the central-local financing relationship, reforming land use regulation, accelerating the public involvement.
