| | | | | 论善治权力观 | | | 黄显中;李建兰 | | | 官德的根本内容是树立理性的公共权力观 ,树立这种理性的公共权力观需要转变治道范式 ,因为一定的权力观附属于一定的治道范式。善治作为新兴的治道范式区别于传统的统治治道范式和现代行政治道范式 ,是专指政府与公民对公共生活进行合作管理的特定范畴 ;善治参与者自愿组成善治实体 ,构建的是公正的管理交往结构和管理交往关系、管理交往秩序。因而与善治范式相适应的善治权力观在权力起源观、权力关系观、权力运作观、权力制约观等有关权力本身的各个方面都与统治权力观和行政权力观分道扬镳 ,是一种公共的、理性的、人民性的在今后长时期内我们应该努力树立的正确权力观
