近年来农民负担问题日益成为决策层、理论界和社会大众关注的对象。而“减负”年年讲，“负担”逐年增，已成为我国经济繁荣中抢眼的问题之一。为此，人们从纯财政角度提出并实践了许多对策，如绝对量控制、负担率控制、发放负担卡、压缩财政开支等等，而“并税除费”的征收方式改革则似乎是人们讲得最多的，一些论者还称之为治本之策。我是赞成在一定条件下“并税除费”的，因为当前“税轻费重”之弊的确十分突出。但应当强调的是：“并税除费”决不是治本之策，而且如无其他改革配合，它的“治标”效果也不能期望太高，甚至在某种制度环境… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 |
