误区之一 :一旦反倾销裁定成立 ,就必须交纳高额的反倾销税。遭到反倾销调查的企业通常认为 ,一旦被裁定倾销成立 ,就只能交纳高额的反倾销税 ,而交纳高额的反倾销税往往意味着将失去这个出口市场。实际上 ,根据 WTO反倾销协议的规定 ,反倾销调查还可以“承诺”的方式结束 ,或者从“公共利益”角度考虑 ,尽管倾销成立 ,但也不征收反倾销税。“承诺”是在反倾销调查当局作出肯定性初裁结论后 ,出口商主动承诺通过提高其倾销产品价格或者自动限制出口数量来消除倾销所造成的损害影响 ,以换取进口国反倾销调查当局中止反倾销调查 ,进而避免其… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 | | | | Dispel the Five Misunderstandings About Anti-dumping | | | Shao Guilan Hu Jiaqiang (Qingdao Ocean University;Qingdao;266071) | | | After Chinas entering WTO, the tariff rates are becoming lower and non-tariff wall is being removed gradually. While the quantities of import and export increase, Chinese enterprises will suffer more accusation of anti-dumping from foreign countries, so do the injury from foreign dumping. The accusation and answering accusation is an important issue for our enterprises to participate international competition. After analyzing a lot of anti-dumping cases, we find five misunderstandings about anti-dumping. We hope to help people understand anti-dumping correctly.
