| | | | | 腐败定义及其类型 | | | 蔡陈聪 | | | 腐败不仅是一种政治现象和经济现象 ,而且是一种社会现象和法律现象。政治学、经济学、法学和社会学等学科对腐败概念的界定维度各不相同 ,由此形成的腐败定义各有短长。从多学科的视界融合中界定腐败概念 ,可定义为 :公职人员滥用公共权力 ,侵犯公共利益以谋取私人利益 ,使公共权力异化的不合法和不合理的作为或不作为。由此定义出发 ,可采用二分法对腐败行为加以分类并简释其含义。

20世纪 90年代以前 ,西方国家学者以意识形态和地缘政治为依据 ,将腐败视为发展中国家所独有的现象 ,将西方发达国家中存在的腐败现象视为对常态的一种异常的偏离。事实上 ,90年代以来 ,几乎没有哪个国家能够免于政治腐败的腐蚀性影响。政治腐败 ,特别是高层腐败在西方国家甚至比在其他国家更为严重。近年来 ,学术界有关腐败的成因和反腐败的机制问题 ,已发表了大量分析与对策之论 ,但论者对于腐败概念的界定较模糊 ,因而对纷繁复杂的腐败现象难以作出科学的分类和阐释。这在一定程度上影响了反腐败斗争的深入展开。因此 ,有必要重新界定腐… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 | | | | The definition of corruption and its types | | | CAI Chen-cong(Section of Social Sciences;Nantong Engineering Institute;Nantong 226007;China) | | | Corruption is not only a political and economic phenomenon, but also a social and legal phenomenon. Corruption is separately given definition by political science, economics, law and sociology from different perspectives. If it is given definition in a multi-course fusion, corruption can be seen as a illegal and unreasonable action or inaction that civil servants abuse public powers, seek private interests by encroaching on public interests and alienate public power.
