Thereafter, the paper puts emphasis on how to strengthen the construction of party branches and ponders that the strengthening of party branches and the essence of three represents can only be realized by adopting such powerful measures as enhancing the ideological building, Party building and institutional building, and carrying out constant innovations through which party branches in the line of higher education would be more standfast, more adaptable to new situations and thus remain being advanced.
