In terms of origin, the former came from the democratic system of western countries while the latter originated from the purposes of implementing self-government; the former was in pursuit of a society with “4 billion people, all emperors” while the latter was in pursuit of resuming and enhancing the rituals and rules of Zhou Dynasty.
