| | | | | 新的世纪与新的贫困——中国城市贫困问题研究 | | | 杨钢,王丽娟 | | | 在我国农村贫困人口逐渐减少的情况下 ,城市贫困日益严峻 :贫困户的贫困程度加剧 ,贫富差距扩大 ;贫困职工绝大部分集中在中西部欠发达地区 ;文化程度偏低 ;不同阶层、行业、职业之间的居民收入差距拉大。城市贫困产生的原因概括起来有两个 :从国际上看 ,城市化进程伴随着城市贫困等社会问题的产生 ;从国内看 ,深层的原因是体制转轨导致社会分层结构向两极化发展。因此 ,新世纪中国城市反贫困应采取如下对策 :( 1 )城市化是我国经济发展新的增长点 ;( 2 )加快国有企业改革进程 ,拓宽中小企业就业渠道 ;( 3 )提高劳动者素质 ,以培训促进就业 ;( 4)创新扶贫制度是城市扶贫战略的灵魂 ;( 5)借鉴西方政府城市反贫困经验。

新世纪到来之际 ,当人们从历史的角度来审视全球贫困状况时 ,我们有理由为上一个世纪中国农村贫困状况的迅速缓解而自豪。我国在 2 0世纪末的 2 0年间 ,使全国农村贫困人口从 1 978年的 2 5亿下降到 1 999年底的 3 2 0 0万 ,与全球贫困人口从 8亿上升到 1 3亿恰成鲜明的对比。然而 ,当我们把目光从农村转向城市时 ,却不能不面对日益严峻的城市贫困问题。我国的城市贫困是随着改革开放的不断深化和新一轮经济结构的调整而产生的一个新的社会现象 ,特别是我国经济由过去长期停滞不前转向高速发展 ,城市居民经济收入由计划经济体制下的平均主… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 |
