| | | | | 政治体制改革与民主政治建设 | | | 包心鉴 | | | 我国新世纪全面建设小康社会、加快社会主义现代化建设的伟大历史任务 ,再一次将政治体制改革提到重要位置上来。政治体制改革是社会主义全面改革系统中的重要环节 ,是化解转型时期社会矛盾、推进社会全面协调发展的重要手段。政治体制改革的根本目标是建设社会主义民主政治。实现这一目标 ,在我国现阶段 ,则要突出地完成三项任务 :改革高度集权的政治管理体制 ,建设与社会主义市场经济规律相配套的民主调控体系 ;适应经济市场化的迫切要求 ,改革和完善政治权力运行体制和机制 ,坚决抑制和消除市场经济过程中的腐败现象 ;改造小生产社会政治心理 ,规范社会成员的政治行为

It can relieve the social contradiction and carry social development forward. Its basic purpose is to build the socialist democratic politics. To attain this purpose,we must finish three assignments as follows. The first one is to reform the structure of highly centralized political management and build the system of democratic control. The second is to reform and perfect the structure and mechanism of the political authority, and to stop corruption. The third is to remould the small producers' mentality and perform people's political behaviour.
