| | | | | 服务行政——21世纪中国行政管理的方向选择 | | | 洪威雷,黄华 | | | 政府的产生源于人民的公意达成和公意授权 ,这就决定了行政管理的服务性质。 2 1世纪 ,服务将是行政管理职能的必然选择。为公民服务 ,为国家服务 ,为社会服务 ,将是行政服务的主要对象 ;而效率与效益 ,将是行政服务的价值取向。在社会主义初级阶段 ,判断行政服务的标准 ,则看其是否有利于发展社会主义的生产力 ,是否有利于增加国家的综合力 ,是否有利于提高人民的生活水平。而最终依据将是用“人民是否满意”这个尺度来衡量。

In the 21st century, service will be the inevitable choice as far as the administrative functions are concerned. In the preliminary stage of socialism, the standards of administrative service depends on whether it is beneficial to the development of socialist productive forces, the increase of the comprehensive national strength of the state, and the improvement of the people's lives. And the final measurement is “whether the people are pleased.”
