| | | | | 论法治意识 | | | 肖海军 | | | 法治秩序与境界的确立，有赖于法治意识、法律规范、法律制度三个层面的一体椎进与彼此互动，其中公民法治意识，是公民对法律有充分认知、信任、依赖且以法律信仰为最高境界的国民精神状态，它作为法治主休内在的素质和精神动力，在中国传统人治社会转型现代法治社会的历史性进程中，发挥着关键作用。因之，加快培植口民的法治意识，是决定法治国家能否实现的重要条件。

The citizen's consciousness of rule of law is the national spirit level, which citizen completely realizes, trusts and relies on law. As internal quality and spirit force of the people, it plays an important role in the process from the traditional man--ruled society to the modern law society in China.
