To solve the insufficient fund problem of employee, the legislative policy should emphasize the main aid from national or enterprises and supplementary self-fund from employee. It should be up to enterprise to decide whether to define the employee stocks as priority stocks. It is unnecessary to limit the amount of shares held by managers and the legislation should permit and strictly regulate the prepared employee shares. The stockholder's right of employees should adopt the principle of indirectly exercising through the common trust mechanism.
