在“传销热”之后 ,我国的一些城市和农村 ,现在特别在文化、经济落后的农村流行起“免费摸奖”。经过笔者的多次观察和分析 ,认为这是一种不健康的经济行为 ,破坏了稳定的社会环境 ,污染经济环境 ,应依法取缔。一、何为“免费摸奖”“免费摸奖”简言之即“赠与摸奖”。具体讲即主办者提供摸奖设施和奖品 ,并制订规则 ,赠与摸奖机会 ,摸奖人按规则免费拿走奖品或按价买走奖品的一种经济活动。采用的形式一般是在纸箱或盒子中装着不同标号的乒乓球或牌子 ,为增强其隐蔽性一般都要摸出五到十个球或牌子 ,然后计标号的总数 ,确定中几等奖及免费… | | |  推荐 CAJ下载  PDF下载 | | | CAJViewer7.0阅读器支持所有CNKI文件格式，AdobeReader仅支持PDF格式 | | | | Drawing Lots ‘Free’ of Charge: A Lawful Action? | | | LU Yan-an (Politics Education Department;Ankang Teachers' College;Ankang 725000;China) | | | The action of drawing lots ‘free’ of charge exists much more widely in the rural areas as where the economy and culture are comparatively poor. Because of the deception of the action, many people cannot see its illegality clearly and easily. Microcosmically it does harm to consumers and other runners; macroscopically it destroys the order of market economy and leads to the instability of the society. To maintain the benefits of consumers, runners and governments, this action should be stopped according to the laws.
